it's real to add something like user rating to anonymous? For example: 
+1 for good patch(file), -1 for joke patch ... It's will add for us possible to 
separate good & bad users. (ex. +10 -> svn account, -5 -> ban)

It is no longer possible to use edit.php.net unless you have a
php.net account; instead, submitting pull requests[1] is preferred
now.  So this ticket is obsolete.
