I know Windows doesn't have readline support, but that won't stop an interactive shell. Windows have built-in command line history and editing in the console.

Try this:
open php without arguments on windows, type in some word and press enter, then press the up arrow. The text you type in will come back.

Readline and interactive shell support will be present in 7.1.
