The link to the windows binary packages windows.php.net/downloads has been broken 
every time I come here looking for it. It has been several months and always get 
page not found no matter where I'm trying to access it from

Bug search did not find these but google did after I had already submitted this.

Is it really that difficult to check a directory path and correct the href 
accordingly? This has been going on for months.

What are you talking about? It has been up for months and we are only moving the 
boxes to new VPS. It is a planed downtime (See #54634).
