The example states that 
gmmktime(0, 0, 0, 1, 1, 1970); // valid in GMT and west, invalid in east *
due to "windows boundary".

As explained in the mktime() documentation this limit doesn't apply anymore since PHP 5.1

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
