The function strtoupper is bugging in convert portuguese characters to upper.


Test script:

<?php
echo strtoupper('educação');  // prints corretely is 'EDUCAÇÃO', but print 'EDUCAçãO'
?>

Expected result:
----------------
EDUCAÇÃO

Actual result:
--------------
EDUCAçãO
