In the documentation for iconv_strlen(), the function signature is listed as:

int iconv_strlen ( string $str [, string $charset = ini_set("iconv.internal_encoding") ] )

Note that the default value for the $charset parameter is ini_set(...), but this does not appear to be correct; ini_set() is used to set an INI value and return the old value — not retrieve the current value.

Perhaps the author intended ini_get(...) instead?

This bug has been fixed in SVN.
