On the Filter flags page (filter.filters.flags.php) some constant names are wrong: FILTER_FLAG_NO_ENCODE_HIGH and FILTER_FLAG_NO_ENCODE_AMP

There shouldn't be a "NO_" in there: FILTER_FLAG_ENCODE_HIGH and FILTER_FLAG_ENCODE_AMP
