The us4.php.net mirror appears to be down or not responding. All attempts to 
access either the website root or a specific manual page result in a local Squid 
proxy server returning this error message:

While trying to retrieve the URL: http://us4.php.net/

The following error was encountered:

Zero Sized Reply
Squid did not receive any data for this request.

An old bug report (#33550) from 2005 notes that the us4 mirror (at that time) 
was removed, though I believe this bug to be outdated since the us4.php.net 
mirror ("pair Networks") is still listed as an option on the downloads page (a 
link which also times out and gives the above error message).

be removed within 24 hours.
