phpinfo() shows config-file-path set to /usr/local/apache/conf:

Configure Command

         './configure' '--with-pgsql'        
         '--with-apache=../apache_1.3.12'  
         '--enable-track-vars'
         '--with-config-file-path=/usr/local/apache/conf' 
         '--enable-sysvshm' '--enable-calendar'
         '--enable-trans-sid'

/usr/local/apache/conf/php.ini exists, but is not processed.

Please verify that it?s still happening using the latest version of PHP (release 4.0.1pl2 or CVS).

Try the following:
Shut down your web server
type: strace -o /tmp/file /usr/sbin/httpd -X
wait 30 seconds then hit ctrl-c
Then type: grep php.ini /tmp/file
And send us the output of that.
