Please specify the exact link (which includes the mirror and language). 
For example, the following uses uk2 and English (and works fine):

 - http://uk2.php.net/manual/en/function.scandir.php

This appears to be a real bug. I see:

  Method Not Implemented
  GET to /manual/en/function.scandir.php not supported.

In the mean time, the mirror has been disabled (from the mirror 
rotation).

The problematic mirror is us.php.net, with the example broken link 
being:

 - http://us.php.net/manual/en/function.scandir.php

A quick check shows that readdir() fails as well.
