In the english documentation it says

CURLOPT_LOW_SPEED_TIME	
The number of seconds the transfer should be below CURLOPT_LOW_SPEED_LIMIT for PHP to consider the transfer too slow and abort.

A slow transfer would actually be _above_ a number of seconds to be slow.

Log: Reworded to make a bit more sense.  Though not a bug, this was identified in Bug #51117.

The manual page was actually correct, but I can see how it would be 
confusing.  If you re-read it, you'll see that the previous format said 
the transfer should be below the speed LIMIT for a TIME, not below a 
TIME.  Taking from the Olympics as an example, as we're in the midst of 
the games now:

If Apolo Ohno skates in the 1500 at thirty yards per minute (SPEED) for 
five minutes (TIME), he will still be there when they are handing out 
medals.
