From manual page: sqlite3.query#Beispiele

example refers to 

$results = $db->query('SELECT bar FROM foo');
while ($row = $results->fetchArray()) {
    var_dump($row);
}

but fetchArray() isn't impelemented, as searching the documentation
only refers to sqlite (beside others) but not to sqlite3.

I'm afraid you have misunderstood the example, and the query method. On success it returns a SQLiteResult object. The function you refer to is a method of that object, which is documented here:

fetchArray() is a method of SQLite3Result.
