The fix is as follows:

UPDATE packages
SET cvs_link = replace(cvs_link, 'http://cvs.php.net/viewvc.cgi/', 
'http://svn.php.net/viewvc/');

I've also done a couple patches for the website, replacing/updating the 
links to svn.php.net in favor of cvs.php.net.
