As indicated with bug #49433, PHP ignores session.save_handler=files when compiled with --with-mm. The documentation should be updated to make this more apparent.

As indicated with bug #49401, PHP is not released with a default configuration that works when mm is enabled. It needs to be documented that PHP will behave in generally unpredictable ways when compiled with --with-mm and using a default ini file.

You are probably using mm session module, check your output of session_module_name().
