Here's a script that'll make PHP4(CGI) fail immidiately every other time the script is started:

$base = mssql_pconnect(MACHINENAME, DBUSERNAME, DBPASSWORD);

Problem goes away if I remove the pconnect... Win2K+IIS5. PHP3 fails as well..
