the option --with-aspell 
posed some problems for the apache to start the module
libphp4, namely it didn't.
The following procedure did help.
Download an old aspell (I used .26 version)
# ./configure
# make
# make install
# cp aspell-c.h /usr/local/include/
# echo "/usr/local/lib" >> /etc/ld.so.conf
# ldconifg

# ./configure --with-mysql --with-apxs --with-config-file-path=/etc/php --with-aspell

in the php compile dir

That should work

PHP only supports upto aspell version .29, use pspell for instead.
