I did as writen in the readme.txt
I use IIS SP4
When trying to display any php file (even one that just prints hello!) I get this message
The specified procedure could not be found. 

Do I have to rebuild the binaries for them to work ? (please say no :-)

This sounds like a configuration issue...
Have you been able to resolve your problem?  Have you carefully reviewed the install docs?  Have you tried installing a recent release or a binary release?
