When you want to get any function properties
in www.php.net search functions

if i need to over to russian description site jump to http://il2.php.net/manual/ru/function.[function_name].php
 and i got this error

Currently the Russian translation is broken and was therefore removed few days ago.
We are hoping it will become working again in few days, if not all references to it will be removed.

Russian translation is up again, see http://docs.php.net/manual/ru/, i.e. you can     
use your style http://docs.php.net/manual/ru/function.[function_name].php or just 
http://docs.php.net/[function_name] again. Note though there is a lot of outdated 
info.
