Description:

Trying to refer a potential contributor to information on joining the 
Docs team, I've found that the former location of the dochowto info is 
no longer accurate and available.

Reproduce code:

From the Google results for dochowto (we used to be first, now we're second to Tcl):

http://www.google.com/search?q=dochowto

The direct link:

http://us2.php.net/dochowto

.... used to work, but now directs to a 404 at:

http://doc.php.net/php/dochowto/

Expected result:
----------------
Able to view the landing for the DOCHOWTO data and appear to know what's 
going on.

Actual result:
--------------
HTTP 404, and appear like a moron.

This bug has been fixed in CVS. Since the websites are not directly
updated from the CVS server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
