Description:
------------
When checking out a tag (or perhaps only the PHP_5_3_0 tag, I'm not sure) from SVN, no configure file exists in the release. ./buildconf must be run, but it reports that ./buildconf should not be run on a release package. ./buildconf --force must be run to generate the configure file. The documentation on this is a bit unclear. It should be specified in the documentation that a release tarball contains the configure script already, but that the tagged release in the SVN repo does not. This should also be noted in the ./buildconf output.

I can't see any place in manual where this can be said.

Same for all other 5.3.x tags atleast. I can't either see a spot where this would fit in, and running buildconf on checkouts from SVN is always needed anyway
