This is not a "huge bug," but it is something we would definitely like 
to resolve.  It is because of the fact that we do not have enough 
Chinese translators able to keep up with translating the official 
documentation to Chinese.

You can see the incomplete documentation, in Chinese (Simplified) at http://www.php.net/manual/zh/.

If you would like to get involved, please send an email introducing 
yourself (in English) to phpdoc@lists.php.net and CC it specifically to 
the Chinese list at doc-zh@lists.php.net.
