XML/XHTML entity ' is not supported by html_entity_decode().

I understand it's supposed to be for HTML decoding, but it would be nice to extend this function to support XHTML entities as well.


Reproduce code:

html_entity_decode("'",ENT_QUOTES);

Expected result:
----------------
'

Actual result:
--------------
'
