This patch adds ability to send or receive data using Netlink sockets in Linux OS using Socket Functions in PHP:

The patch is no longer available, and there was no activity on
this ticket for more than ten years, so I'm closing as WONTFIX.

If anybody is still interested in netlink socket support, please
pursue the RFC process[1].
