On http://php.net/manual/de/function.str-getcsv.php, in the description 
of the parameters, the default field delimiter is called the semicolon 
(;).
Actually the default delimiter is the comma (,), as stated by the 
English manual page at http://php.net/manual/en/function.str-getcsv.php.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
