As the title say, if a bug report is updated then the summary doesn't get updated in the mail sent to the mailing list. Take for example the following:
http://news.php.net/php.bugs/131668

Expected result:

-Summary:          ****
+Summary:          apache 2.2 install issue

Actual result:
