se.php.net is unreachable, so it's impossible to search the function list.

Is there a way to control what mirror to use, or is it just set automatically?

(It's not like it's the first time this happens)

We check all mirrors once an hour to see which ones are available.
From that list we redirect you to a mirror in your country (at random if more then 1).
The online/offline mirror list syncing can lag up to 2 hours.

Currently I see no problem with se.php.net, so this was probably just a temporary hiccup.

You can choose your "preferred mirror" via http://php.net/my.php
