The page http://www.php.net/manual/en/install.windows.building.php
links to build tools located at php.net/extras/ these links seem to 
be broken

Reproduce code:
---------------
try to download http://www.php.net/extra/win32build.zip 

Expected result:
----------------
should download the build tools

Actual result:
--------------
the php website cannot fund the file and tries to do a php function 
search

actually i am directed to an NZ mirror, so perhaps this is a 
mirroring problem?
