Line executed:

$ ./configure --with-mysql=/usr/local/mysql --with-apxs=/apps/apache_php_mysql/bin/apxs

Problem occurs in configure script.  The line    
if ! $APXS -q CFLAGS >/dev/null 2>&1; then

Seems to fail on the '!' mark.
