It was understood that mysqlnd would not be enabled by default in 5.3. As far as I am aware it is only required if MySQL is being used and many sites nowadays use many of the other alternatives, so enabling a third database should not be forced on us. SQLite is the built in default and a second database should be our own choice.

Time flies, and there are no more Windows installers (.msi)
delivered anymore; therefore I'm changing the package to
configuration issues.

Anyhow, as of PHP 5.3 the MySQL Native Driver is enabled by
default on Windows. As I understand it, this is done because
mysqlnd can't be built as DLL, so enabling/disabling it requires
building of PHP. Many developers require the driver, so it makes
sense to enable it by default. For those who don't, the overhead
seems to be bearable.
