All the pages at www.php.net are displaying without any styles.  I checked the links to the CSS sheets and they are empty of any styles whatsoever.

Update
- CSS pages are timing out, content loads, styles do not.
- static.php.net links time out (the directories where the CSS)
- php.net links work fine.
- php.ca links and CSS work fine.

Verified with somebody in British Columbia, Canada, same issues (I'm in California, USA)
