See bug #43394.

The bug has been closed, reported fixed, but the link in http://www.php.net/downloads.php#v5 points to an package that still contains the bug. The version is presumably older than the bugfix. It's marked "PHP 5.2.5 installer [19,803Kb] - 15 November 2007".

So the version that most Windows users will be downloading, still has the bug.

As said in the report, the bug was fixed in _CVS_.
We do not replace our release packages after each bugfix.
