Download the windows installer, install with all defaults on windows 2003 server.

phpinfo() shows:
PHP Version 5.2.5
Build Date 	Nov 8 2007 23:18:08
Server API 	ISAPI
Virtual Directory Support 	enabled
Configuration File (php.ini) Path 	C:\WINDOWS
Loaded Configuration File 	(none)

After installation, I checked the windows env path and the PHP folder is present. I checked in IIS extension and had to correct this (as seen in other reported bugs) so that it contains "" around the php5isapi.dll path.  Reboot server, the phpinfo()  still shows NO loaded config file.

Absolutely everything is the default settings, I had to manually set the 

Expected result:

I expect that the config file will load,  and will in turn recognize my modules (which are not loading)

Actual result:
--------------
no config is loaded therefore no modules are loaded and none of my php.ini settings are taking affect

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

For now, you can set the PHPRC environment variable to the path of your PHP installation.
