Description:

MSI installer creates and modifies PHP.INI file in PHP folder (C:\Program Files\PHP by default);
However PHP.INI from *Windows* folder is actually used.

Reproduce code:
---------------
Try to enable MySQL extension using MSI installer.
Delete PHP.INI in Windows folder, which may already exist there (e.g. from v4.x installation).

Expected result:
----------------
MySQL functions should work.

Actual result:
--------------
The PHP.INI is successfully modified in PHP folder.
MySQL functions are still not defined.

You have to move PHP.INI from PHP folder to Windows folder by hand. Then everything begins to work.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
