I can not seem to download the latest stable release of php, the link in the download section for the installer doesnt work.

I waited for a while(long while!!) and opened each of the (recommended) mirrors in new windows and one of them started the download.

no other mirrors except for the recommended ones were shown, there were 3 uk mirrors.

Usually downloading php from php.net is very fast. But this took a long while(10 minutes approx.)

There is no chance that (almost) all our mirrors were unresponsive at the exact same time (and noone else has complained about this).
Must have been a hickup at your ISP.
