Just been spending best part of today trying to get IIS / PHP / MySQL talking to each other.

Turned out that my php.ini file was not being parsed by IIS.

The workaround described in 7666 did the trick, i.e. put php5isapi.dll in C:\Windows\System32 and php.ini in C:\Windows.
