pdo_firebird NOT supporting ATTR_FETCH_TABLE_NAMES when the library easily supports it might be a bug or subject of a feature request (which I don't know where to place).

Let me humbly suggest a patch I posted today on php.internals:

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.
 
Thank you for the report, and for helping us make PHP better.

Implemented the suggestion almost as is.

Fixed in PHP_5_3
