PHP accepts keyword 'static' in assignment.

Reproduce code:
---------------
<?php

class foo {
  static $a = 1;
  public function __construct() {
    $a = static ::$a;
    var_dump($a);
  }
}

new foo;


Expected result:
----------------
Parse error: syntax error, unexpected T_STATIC

Actual result:
--------------
No error.
