Dear Sir/Lady
When anybody enter to php.net site from Turkey, it redirected to tr2 subdomain like as http://tr2.php.net/manual/ro/function.date.php
There is some translations that nor is English not Turkish. I could not recognize its language. I think that if it returned to english, was be better than unknown language at Turkey.

It seems that there is no active Turkish translation at present.

The language you are seeing is ro = Romanian
