I downloaded the latest build, and the short_open_tag directive has a default of 0 (off) instead of 1 (On) as it says in the online documentation. This caused me some confusion and frustrating internal server errors.

It is default to On.
The php.ini-recommended however has it to off.

All php.ini files (php.ini-development and php.ini-production) have the default to Off, different from what the documentation says.

The default setting is what takes effect when *no configuration files are loaded*. That's why it's called a default.
