It is sometimes frustrating for the user not to be able to add comments when a bug has been marked as BOGUS (or CLOSED).
It is especially true when the decision about "bogusness" is questionable, but there are times when some extra insight can be given on closed bugs.

And Yes, I have read bug reports for bugs #37542 and #32903. In fact bug #32903, marked closed, is really still open (see point 2 below).

1 - My first request is to let users add comments to closed bugs since it is (imho) a much bigger waste of time (both developer and user) to have a lot of dupe bugs.

2 - If this is deemed not acceptable by the qa team, please at least make it very clear from the beginning, i.e. disable the 'edit submission' button.
Right now the casual user is tricked into thinking he might add a comment to closed bugs, and will find out the error message only after spending time typing his comments for naught.

This bug has been fixed in CVS. Since the websites are not directly
updated from the CVS server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.

Thank you for the report, and for helping us make PHP.net better.

Users will not be able to add a comment to closed reports.

I however removed the "you can add a comment by following 
this link" line and added a "you cant add comment on 
closed reports."
