http://www.php.net/version4/ lists "Send us Feedback!" and does a mailto: link to feedback@beta.php.net, but sending e-mail there gets you a failure response from qmail. Either the address is wrong (in which case this is "documentation") or the address isn't taking mail and it should (in which case I'm not sure how to qualify this "bug") (I first tried submitting the documentation bug about migrating PHP3/PHP4 and apache modules to the feedback location, as it didn't seem entirely appropriate to put it in the bug tracking database)

Odd...I have no such problems. 
I sent an email to feedback@beta.php.net just fine.
I also did 
telnet beta.php.net 25
and used SMTP commands to verify that feedback was a 
valid user name, and it all seemed ok.

I do not know why you are having this problem, but it is 
/ONLY/ you, from what I can tell...
