The php cli (php.exe) gives error when using cygwin specific file path. 



Reproduce code:
---------------
-- C:/test.php--

<?php
echo 'this is a test file';
?>

Expected result:
----------------
$ php.exe C:/test.php
this is a test file



Actual result:
--------------
$ php.exe /cygdrive/c/test.php
Could not open input file: /cygdrive/c/test.php
