As magic_quotes_gpc is going to be dropped in PHP 6 it should be set default to off if not set in php.ini and default off in php.ini-dist in the next version of PHP 5 (if we will have a PHP 5.2 before PHP 6 is launched, which will be the case, I think).

The ini files in 5.3 carry new values while we kept the built-in default. The issue is somewhat trick for doing it right ...
