i just relsently tried to down load PHP 5.1.1 zip package AND the PHP 5.1.1 installer and it will bring up the mirror page  i have tried 10 mirrors for each and i get the same thing page cannot be displayed if this  a promblem wiht my isp or a site promblem i because iam really confused i am sorry to bother you if it is an isp promblem

It's gotta be your ISP. I tried with several mirrors and it worked fine.
