Even though that I have a fresh install of Apache, php can't find httpd.h in the correct directory.  The file is in the include directory, So i've tried /usr/local/apache and /usr/local/apache/include/.  Sorry if this isn't a bug but just someting that i have overlooked.  Thanks

You are trying to compile PHP as a static module into Apache.  
In order to do that you need the original Apache source directory.  As in
apache_1.3.11/

If you have just installed Apache from some sort of package mechanism, 
chances are you will have to use the apxs mechanism.  As in:
  ./configure --with-apxs=/usr/local/apache/bin/apxs
  make
  make install
