I've downloaded an English PHP manual (php_manual_en.chm) dated 21 Oct 2005. All the Keywords and Indexes are displayed as question marks in it, i.e.: "prev", "next", "home" and "up" at the top and bottom navigation bars, all the Roman numbers "I", "II", etc., even "Edited by" sign on Table of Contents, structural words like "Chapter", "Example", "Note", etc...

I'm using Windows XP SP2 (English), I set the CodePage to  Windows CP1251, to be able to use Russian letters - I think it could cause those problems... maybe... maybe not.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
