Reproduce code:

if ($db = sqlite_open('mysqlitedb', 0666, $sqliteerror)) {
   sqlite_query($db, 'CREATE TABLE foo (bar varchar(10))');
   sqlite_query($db, "INSERT INTO foo VALUES ('fnord')");
   $result = sqlite_query($db, 'select bar from foo');
   var_dump(sqlite_fetch_array($result));
} else {
   die($sqliteerror);
}
?>

Expected result:

some db result

Actual result:

I'll rephrase:
I would like to know if it's a Cygwin specific issue or not.
Please try it on Win32 (which you should have too apparently).

For the record, we don't support cygwin builds of PHP.

It works on Win32.

Using cygwin is not and will not be supported. You're on your own with that.
