I tried to download the windows installer for php 5.0.5 and the site seems really slow.  When the mirrors finally pull up and I start the download I get around 150 bytes per second and it eventually times out.  My machine works fine as I can download anywhere else at max speed.

What mirror did you use? The site works just fine for me..

I've tried us2.php.net, us3.php.net, and www.php.net as mirrors.

Are you sure it's not a routing problem on your end? Everything seems to be fine on this end (both with W2K and other OSs).
