configure --with-pgsql=/usr fails even if pgsql is 
installed under the /usr tree if the pg_configure tool 
is not present.

configure script for 4.4.0 references $PHP_LIBDIR, but 
it is not declared anywhere (apparenetly).

I was forced to workaround this by doing:

PHP_LIBDIR=lib
export PHP_LIBDIR

prior to ./configure in order to build.
