Build of PHP5.1.0RC1 fails with:

/home/bob/website/php/php-5.1.0RC1/sapi/apache2handler/php_apache.h:24:20: httpd.h: No such file or directory
/home/bob/website/php/php-5.1.0RC1/sapi/apache2handler/php_apache.h:25:25: http_config.h: No such file or directory
/home/bob/website/php/php-5.1.0RC1/sapi/apache2handler/php_apache.h:26:25: http_core.h: No such file or directory

My configure script was(is):
./configure --prefix=`pwd` --with-apxs2=/usr/local/apache/bin/apxs --with-mysql=/usr/local/mysql --with-xmlrpc

I realise that httpd.h is depreciated in php5.1.0RC1, and was probably removed for that reason, but when I comment out the 3 #defines in php-5.1.0RC1/sapi/apache2handler/php_apache.h:
/* #include "httpd.h"
  #include "http_config.h"
  #include "http_core.h"
*/
I get nasty heck messages about data types not being defined from the code later in this header file.  
...it's just a cleanup issue, but (it's still broken in any event).
Please mail me back if you need more info. or testing.

It means your system is not properly installed. Either you don't have the apache header files installed at all or apxs is from wrong installation..or I can keep on guessing. In any case: Not any bug in PHP.
